Is the Federal Government launching a social credit system to restrict bank access?

In March 2025, a widely shared blog post alleged that the National Identity Management Commission (NIMC) and the Nigerian Communications Commission (NCC) had integrated a “Social Credit System” into the National Identification Number (NIN) database. The report claimed that citizens’ social media activity would be monitored and assigned a score, and anyone with a “low score” would be barred from renewing their driver’s license or accessing their bank accounts.

The NIMC has dismissed these reports as a total fabrication. In a joint statement with the NCC, the agencies clarified that the NIN is strictly for identity verification and that there is no legislative framework or technical capability in Nigeria for a social credit monitoring system. The agencies noted that the viral story used a manipulated video of a 2023 press conference to make it appear as though a new policy was being announced.

The spread of this misinformation coincided with the enactment of the Investments and Securities Act (ISA) 2025, which focused on regulating digital assets, not social behavior. Privacy advocates warn that such fake news stories are often used to generate fear and distrust in government digital infrastructure. The Federal Government has reassured the public that the NIN-SIM linkage is solely for security and national planning purposes. Citizens are advised to ignore any website asking them to “check their social credit rank” as these are likely phishing sites designed to steal personal data.
